Social services and social assistance provided by local governments
The data on social services and social assistance of local governments are used to find out the number of persons receiving social services and social assistance provided by local governments and social services and social assistance expenditure thereof.
Terms and definitions
A social care service provided by municipalities which is available to persons who for objective reasons cannot take care of themselves.
A social institution providing lodging, dinner and personal hygiene opportunities for persons without a defined place of residence or persons in a crisis situation.
Day care centre
An institution which during the day provides social care and social rehabilitation services, development of social skills, education and opportunities for spending free time for persons with mental impairments, disabled persons, children from needy families and families with circumstances unfavourable to the development of the child, as well as persons who have reached the age that entitles one to receive the State old-age pension.
Group house (apartment)
A separate apartment or house in which are ensured individual support for persons with mental impairments in the resolving of social problems.
A social institution where short-term psychological and other types of assistance is provided to persons in a crisis situation.
A benefit in cash or in kind the granting of which is based on the evaluation of the material resources of persons (families) who lack the means to satisfy basic needs.
Basic needs – food, clothing, housing, health care, compulsory education.
Benefit for ensuring the guaranteed minimum income level
A benefit in cash and kind or a benefit in cash or kind which is granted to families or separately living persons who, due to objective circumstances, do not gain sufficient income and who are recognised to be needy.
This benefit shall ensure the guaranteed minimum income level for each family member.
A municipal social benefit provided for in a residential tenancy or management and utility services or fuel purchase expenses related to the partial cover.
Survey method and data source
Data source of social services and social assistance provide by local governments is the report of the Ministry of Welfare "Social services and social aid in country/local government of the city under state jurisdiction in 20XX". Data included in the report cover country as a whole and total numbers in cities under state jurisdiction, as well as breakdown by country.
Data on home care are available since 1994. Starting from 2010 data include care-takers provided by local government (do not include services purchased by local government), therefore data on number of care-takers, number of persons receiving home care per one care-taker can not be compared with the information on previous years.
