On the preparation for the population census 2011
Central Statistical Bureau (CSB), which in accordance with the Population and Housing Census Law is obliged to arrange and carry out Population and Housing Census 2011, since 2007 continues the preparation for this work of national importance. It should be mentioned that Population and Housing Census 2011 will be carried out in all Member States of the European Union.
In order to save the draft of the Population and Housing Census 2011 questionnaire form includes only issues obligatory to be surveyed in accordance with the requirements European Parliament and Council Regulation.
During the Census wide range of information on the population of Latvia and its housing will be acquired. The section of demographic indicators of the programme contains questions on the age of residents and their civil status. The section containing economic indicators will include information on the economic activity, occupation, etc. As none of the national registers include information on the level of education of the population, respondents will have to provide data on their current successfully obtained level of education. Questions devoted to the urgent migration problem are included in separate section of the draft. In the section of household and family indicators the form of household ownership will be found out, as well as family relations between the household members and size of the family.
Wide section in the programme has been devoted to the information on the population housing. Those are questions on type of dwelling, form of ownership, facilities available in the dwelling, total floor space and number of rooms, etc.
In order to reduce the length of the interview CSB has analysed the quality of the data available in registers, and questions to which answers may be found in registers will not be asked to the respondents. CSB has planned that it will be possible to fill in the questionnaire form also on Internet, thus saving the means needed for the Census.
In the third, final reading Saeima approved the amendments in the Population and Housing Census Law. Main aim of the amendments was to eliminate the imperfections of the Law, which are related to the fulfilment of the requirements of the European Parliament and Council Regulation on Population and Housing Census Methodology, as well as requirements related to the data quality and confidentiality has changed.
This year the development of the geographical information system ‘’Survey District Planning System’’ has been finished. This information system will be used not only to form the districts for the Population and Housing Census interviewers, but also when organizing regular household surveys.
Methodology and technological solutions of the Population and Housing Census are envisaged to be verified by organizing pilot Population and Housing Census in the third quarter of the next year. CSB has planned that the Population and Housing Census will engage more than two thousand interviewers.
Nevertheless the date of the Population and Housing Census is known – March 1, 2011 – some uncertainties arise in relation to the Census funding from the State budget.
