Non-ETS energy balance
Non-ETS balance data provide information on the consumption of energy resources of enterprises in the country which are not included in the EU emissions trading system.

EU emission trading system (EU ETS)
EU ETS is economics instrument in reduction of climate changes, aim of which is to help EU member states carry out emission reduction commitment set out in Kyoto protocol and to ensure emission reduction in most efficient way.
Total consumption [energy]
Consumption of energy resources by transformation sector, energy sector, all sectors of national economy, as well as by households.
Final consumption [energy]
Consumption by industry, transport, households, agriculture, forestry, hunting, fishery, and other consumers (NACE Rev. 2 divisions 33, 36–39, 45–47, 52–96, 99).

Survey method and data source
Non-ETS energy balance is elaborated in energy balance of Latvia format, according to Regulation (EC) No 1099/2008 of the European Parliament and of the Council on Energy statistics methodology.
Non-ETS energy balance is difference between total energy balance of Latvia and EU ETS energy balance of Latvia. For the recalculation of non-ETS energy balance to terajoules, conversion factors based on net calorific values are used. Non-ETS energy balance are verified against total energy balance data of Latvia.
Enterprises not included in EU ETS.
Non-ETS balance data are compiled according to:
- EU Combined Nomenclature;
- Statistical classification of economic activities Revision 2 (NACE Rev. 2);
- Classification of Administrative Territories and Territorial Units (CATTU);
