Participation in European Social Fund project

The Central Statistical Bureau (CSB) has concluded Survey on Careers of Doctorate that is one of the activities carried out within the European Social Fund project Participation in International Research on Education (No. 8.3.6.1/16/I/001).

Within the framework of the project, from February to December 2016 the CSB worked on the survey preparation, conducted the survey, as well as compiled the information collected in summary tables, which afterwards were sent to the Ministry of Education and Science and Organisation for Economic cooperation and Development (OECD). The leading partner of the project (the Ministry of Education and Science) received also the database and methodological documentation of the survey.

The Ministry of Education and Science keeps working on the survey, by analysing the data acquired. It has been planned to organise an informative workshop on the results of the Survey on Careers of Doctorate, and it will be held in the 1st quarter of 2017.

The Survey on Careers of Doctorate Holders

Central Statistical Bureau (hereinafter – the CSB) continues work on the Survey on Careers of Doctorate Holders; currently the CSB has completed conduction of the respondent survey. The survey sample included 1 500 doctorate holders aged under 69 who have been awarded with doctorate in Latvia or abroad. All respondents received an informative letter from the CSB informing about the survey aims, progress and options for filling in the questionnaire.

Before launching the survey, the CSB made all necessary survey arrangements: analysed doctorate holder database, studied methodological materials of the OECD, worked out methodological materials of the survey – translated questionnaire from English into Latvia and from Latvian into Russian, developed design of the questionnaire, translated methodological materials of the online questionnaire from Latvian into Russian, arranged Interviewer’s Manual. CSB specialists worked out also data input control description and data input software allowing respondents to fill in the survey questionnaire online.

During the time period from 3 to 15 September, respondents had opportunity to fill in the questionnaire electronically (CAWI) on the CSB website, as well as receive free of charge assistance in filling in and submitting the form by calling the toll-free number. The respondents were encouraged to take part in the survey by sending them a reminder in e-mail and a reminder card. The electronic questionnaire was completed by 557 doctorate holders or 40 % of all survey respondents. From 19 September to 31 October, telephone interviews and face-to-face interviews took place. The interviews were took by four CSB telephone interviewers and 22 interviewers taking face-to-face interviews. With the help of telephone interviews 527 respondents were surveyed – 84 % of the planned number, and within the face-to-face interviews the information was collected from 138 respondents – 44 % of the planned number.

The total number of the doctorate holders surveyed comprises 1 222 or 81.4 % of all persons included in the sample. The information acquired from the respondents will be verified, analysed and submitted to the Ministry of Education and Science together with the final report of the survey.
