Services producer price indices (SPPI) are used for the estimation of Gross Domestic Product at constant prices, as well as for economic analysis and international comparisons. The indices are continuously developed, and the published data still are experimental.

Definitions

Price indices are used for the calculation of price changes within a quarter, year or any other period of time.

Producer price changes over the corresponding period of the previous year show price changes within 4 quarters.

Price changes over the previous quarter reflect changes of average price level within 3 months.

Services producer price indices measures the change in prices of services provided for enterprises or institutions during a certain period of time against the base period.

SPPI is calculated in line with divisions, groups and classes of Statistical Classification of Economic Activities in the European Communities (NACE Rev. 2).

Data Collection

Survey Method and Source Data

Data are obtained from the quarterly statistical reports on prices of services (1-PC) and information on hourly labour costs collected and calculated within the framework of the wages and salaries statistics (enterprise surveys 2-darbs and calculations based on the State Revenue Service data). Weights are calculated basing on administrative data and information from the complex report on activity (1-gada) collected and compiled by the Enterprise Finance and Structural Statistics Section.

Information on producer prices for services is obtained from enterprises the main kind of economic activity of which corresponds the following sectors of Statistical Classification of Economic Activities in the European Communities (NACE Rev. 2):

In accordance with the principles of statistical confidentiality the indices on services sectors Freight rail transport (49.20) are not published.

Sample size

In 2017 approximately 3320 enterprises were included in the sample of producer prices for services. About 4300 prices are collected quarterly. Depending on the sector either prices for services or hourly labour costs are used for the calculation of price indices.

Certain services for regular price registration are selected by statisticians in cooperation with the experts of the sampled enterprises. The list of these services’ representatives is updated once a year.

Statistical Processing

Calculation Method

In SPPI calculations Laspeyres-type formula is used. SPPI are calculated comparing prices in the reference quarter with base period prices (4th quarter of the previous year). Indices are calculated separately for each services sector.

Depending on the specifics of the realized services, index is calculated by using the average sale price of certain service set by the definite service provider.

Sectors where the SPPI is calculated on the basis of the information of report 1-PC: Freight rail transport (49.20 of NACE Rev. 2), Freight transport by road (49.41), Warehousing and storage (52.10), Cargo handling (52.24), Postal activities under universal service obligation (53.10), Other postal and courier activities (53.20), Publishing of books, periodicals and other publishing activities (58.1), Accounting, bookkeeping and auditing activities; tax consultancy (69.20), Cleaning activities(81.2). Prices include all discounts and recharges received by purchasers. Prices exclude taxes, whereas include subsidies, if received.

Divisions and classes for which SPPI are calculated basing on the data collected and processed within the framework of the labour cost survey: Computer programming, consultancy and related activities (62), Information service activities (63), Legal and accounting activities (69.10), Management consultancy activities (70.2), Advertising and market research (73), Security and investigation activities (80).

Base Period

The SPPI published in the database reflect price changes over the base year: 2010 = 100. In accordance with Regulation on short-term statistics No.1158/2005, the base year for publishing price indices is 2006 = 100. This base year is available only for sectors price observation in which was started before 2008.

Data Revision

If in calculations, when using corrected, revised or delayed information, significant influence of corrections (more than 0.1 percentage point) on specific SPPI within a year (compared to the corresponding quarter of previous year) is detected, the data published for the previous period are corrected. The revised indices are published together with the data on the next reference period, indicating the correction.

Comparability over time

The published SPPI by sector are available since 2007 (2006 = 100).

International Comparability

Eurostat

The Statistical Office of the European Union (Eurostat) in its home page publishes SPPIs for the EU and for each country separately. The published SPPI comply with the provisions of Regulation (EC) No 1158/2005 of the European Parliament and of the Council concerning short-term statistics. Eurostat does not publish data of NACE Rev. 2 group 58.1 (Publishing of books, periodicals and other publishing activities), which is published in the CSB data base.
