Data on new residential buildings and dwellings completed are used to estimate construction of new residential buildings in cities and counties of Latvia.


Dwelling is a complex of premises envisaged for habitation all year round consisting of one or several rooms and auxiliary premises and having direct exit to street, staircase or common passageway. Auxiliary premises include kitchens, passageways, sanitary facilities, bathrooms, storerooms, built-in closets.

The overall residential floor space includes kitchens, living rooms and auxiliary rooms, cellars and premises for common use by the owners of the housing units.

Residential building is a construction with more than half of the total floor space used for residential purposes. The total floor space of residential buildings includes area of residential premises (dwellings, rooms, kitchens and utility rooms), non-residential premises, as well as premises for common use of all building residents.

  • Classification of Administrative Territories and Territorial Units of the Republic of Latvia (CATTU);
  • Classification of Constructions.

A Classification Catalogue with classification codes and their explanations has been published on the CSB website.

Data collection

Survey method and data source

Data on new residential buildings and dwellings completed are acquired with the help of full-scope survey; data source used to acquire information is CSB statistical report form 1-BA "Report on issued building permits and commissioning of construction objects" and Construction Information System.

Data are acquired from 110 local governments of counties and 9 councils of cities under state jurisdiction.

Statistical processing

Calculation methods

Annual data are obtained by summing results on four quarters.

Data revision

The data after publishing are not adjusted any more.


Comparability over time

Annual data on new residential buildings and dwellings completed are available since 1990.

Quarterly data on new residential buildings and dwellings completed are available since 2000.


Confidentiality of the information provided by respondents is protected by the Section 17 of the Statistics Law stipulating rights and obligations of the Central Statistical Bureau of Latvia and other state authorities producing official statistics. Read more
