Data on designing of buildings and civil engineering structures, territorial layout and commissioning of buildings are used to find out the number of residential buildings, non-residential buildings, civil engineering structures (motorways, bridges etc.), and projects, territorial layout or landscape architecture projects, building or structure specifications, project costs, as well as to acquire information on commissioning of non-residential buildings (hotels, offices etc.).

Definitions

Building design is a set of the necessary documents, technical drawings and textual materials needed for the implementation of the building concept.

Building designer is certified natural or licensed legal person who on the grounds of basic concept accepted by the customer and in compliance with the concluded contract draws up the building design or part of it.

Civil engineering structures are all constructions that are not classified as buildings: railway lines, roads, bridges, motorways, airfield runways, dams, etc.

A component of the construction process, works performed on the building site or in the building and also demolition.

Structure less than half of which area is used for living.

Residential building is a construction with more than half of the total floor space used for residential purposes. The total floor space of residential buildings includes area of residential premises (dwellings, rooms, kitchens and utility rooms), non-residential premises, as well as premises for common use of all building residents.

Territorial layout is a long-term territorial layout document or set of documents, in which, agreeably to the planning level and planning type, current and specific planned (permitted) use of this territory and limitations of this territory use are shown in written and graphical form.

Data collection

Survey method and data source

Data on designing of residential and non-residential building and civil engineering structures, data on territorial layout and landscape architecture are obtained by conducting a full-scope survey. Data source used to acquire the information is CSB annual report form 1-designing "Report on designing".

Data on commissioning of non-residential buildings are collected from several data sources: CSB quarterly report form 1-construction "Report on construction", annual report form 1-designing "Report in designing" and State Constriction Inspection data on commissioning of non-residential buildings.

Target population and sample size

Data on designing of buildings and civil engineering structures, territorial layout and landscape architecture projects were acquired by surveying all enterprises that have acquired licences for designing of constructions. 1186 enterprises were surveyed in 2007.

Data on commissioning of non-residential buildings are acquired by surveying economically active enterprises in construction employing 50 and more persons, or turnover of which previous year exceeded EUR 1.99 million. Information on other enterprises is obtained with the help of sample survey (using simple random sampling) (number of enterprises to be surveyed quarterly in 2005 comprised 756, in 2006 – 801, in 2007 – 900), and by surveying all enterprises that have acquired licences for designing of constructions (in 2007 – 1186 enterprises).

Data on designing of residential, non-residential, civil engineering structures are available from 2000 till 2007.

Data on territorial layout and landscape architecture are available from 2004 till 2007.

Data on commissioning of non-residential buildings are available from 2000 till 2007.

Confidentiality of the information provided by respondents is protected by the Section 17 of the Statistics Law stipulating rights and obligations of the Central Statistical Bureau of Latvia and other state authorities producing official statistics. Read more
