Data on crimes and justice are used to find out the number of recorded crimes, convicted persons, prison population, number of judges, advocates, prosecutors and notaries, number of fires as well as indicators of court activities in Latvia.


Repeated trial of a case on its merits in a higher instance court.

Persons recognized as guilty of a crime by a court that has passed an appropriate verdict to apply the punishment established by the Criminal Law, provided that such verdict has taken legal effect.

In the Criminal Law of the Republic of Latvia the crime has been defined as a criminal offence that is an action endangering society and entailing criminal punishment whether committed intentionally or through negligence.

An intentional offence (murder committed in aggravating circumstances or in especially aggravating circumstances, extortion by an organised group resulted in serious consequences,  robbery if serious consequences have been caused thereby) for which deprivation of liberty for a period exceeding eight years or life imprisonment is provided for in the Criminal Law.

First trial of a case.

Institution of rule of law carrying out independent supervision over the observance of lawfulness within the framework of its competence established by the law.

The task of the Prosecutor’s Office is to react to violations of law and to provide for trial of the respective case according to the legally established order.

Crimes are criminal violations and criminal offences reported to the judicial bodies and where a criminal case has been initiated.

Banditism, intentional homicide, intentional aggravated assault, rape, robbery, theft under aggravating circumstances and other intentional offences for which deprivation of liberty for a period exceeding five years but not exceeding years is provided for in the Criminal Law, as well as an offences, which have been committed through negligence and for which deprivation of liberty for a term exceeding eight years is provided for in the Criminal Law.

Data on crime and justice are published in the collection of statistical data "Children of Latvia" (published annually), "Women and Men in Latvia" (published once in two years) and in the statistical yearbooks and in the monthly bulletins.

Survey method and source data

Statistical data of the section "Crime and Justice" are developed basing on the information received from the Information Centre of the Ministry of the Interior, Court Administration, State Fire and Rescue Service reports, as well as statistical information of the Prison Administration, Supreme Court, the Prosecutor’s Office, Council of Sworn Notaries of Latvia and Latvian Council of Sworn Advocates.

The published data are final and will not be revised.
