Data on residential buildings commissioned, number and floor space of dwellings are used to estimate construction output in administrative territories of the Republic of Latvia. The data published reflects statistics on the number of dwellings commissioned, total floor space thereof, as well as the total floor space of the buildings commissioned (in breakdown by type of construction).


Dwelling is a complex of premises envisaged for habitation all year round consisting of one or several rooms and auxiliary premises and having direct exit to street, staircase or common passageway. Auxiliary premises include kitchens, passageways, sanitary facilities, bathrooms, storerooms, built-in closets.

Residential building is a construction with more than half of the total floor space used for residential purposes. The total floor space of residential buildings includes area of residential premises (dwellings, rooms, kitchens and utility rooms), non-residential premises, as well as premises for common use of all building residents.

The data are collected using:

  • Classification of Administrative Territories and Territorial Units (CATTU).
  • Regulations of the Cabinet No 1620 “Regulations on Classification of Buildings” of 22 December 2009;

The data are collected and compiled on the following types of construction:

  • one-dwelling buildings (excluding summer cottages and garden-houses);
  • summer cottages and garden-houses;
  • two- and more dwelling buildings;
  • hotels and similar buildings;
  • office buildings;
  • wholesale and retail trade buildings;
  • traffic and communication buildings;
  • industrial buildings and warehouses;
  • public entertainment, education, hospital or institutional care buildings;
  • other non-residential buildings.

A Classification Catalogue with classification codes and their explanations has been published on the CSB website.

Data collection

Survey method and data source

The data on buildings erected and number of dwellings as well as floor space thereof are collected from CSB Report on Building Permits Granted, New Construction and Commissioning of Buildings (questionnaire 1-BA) and Construction Information System. The deadline for submission of the form1-Ba is 15th date after the end of the reference period.

Target population and sample size

The survey covers cities under state jurisdiction and counties: 110 local governments of counties and 9 councils of cities under state jurisdiction. The data on 2017 by using questionnaire 1-BA are collected from 91 local governments, information on other local governments is acquired from Construction Information System.

Statistical Processing

Calculation method

The data are compiled in breakdown by the type of construction every quarter.
The annual data are obtained summing the data of all four quarters.

Data revision

The data are revised in case it is necessary to add revised or more detailed information on some of the previous periods or due to the changes in methodology or classifications. Revision of annual data is not made.


Comparability over time

The data are comparable since 2000.


Confidentiality of the information provided by respondents is protected by the Section 17 of the Statistics Law stipulating rights and obligations of the Central Statistical Bureau of Latvia and other state authorities producing official statistics. Read more
