Data on child care and social rehabilitation institutions are used to estimate the number of residents in care institutions, reasons for placing persons there as well as number of such institutions in Latvia.

Definitions

A social institution ensuring the social care and social rehabilitation for orphans and children left without parental care, as well as for children which need social rehabilitation or special care due to health conditions.

A social institution which provides full care, rehabilitation and housing for persons who cannot take care of themselves due to old age or state of health, as well as orphans and children left without parental care.

Data collection

Survey method and source data

Information on number child care and social rehabilitation institutions residents are acquired with the help of full-scope survey. Data source used to acquire the information is the Report of the Ministry of Welfare of the Republic of Latvia: "Survey of the activities long-term social care and social rehabilitation institutions".

Until 2010 a state social care centres included

  1. social care centres for orphans;
  2. specialised social care centres for children;
  3. specialised state social care centres, which until 2010 were separate state administration institutions.

Starting from 1 January 2010, 33 direct state administration institutions under supervision of the Ministry of Welfare (social care centres) were reorganised by merging them and creating five new direct state administration institutions on their basis–regional social care centres. Due to the mentioned reorganisation, starting from 2010 the institutions providing long-term social care and social rehabilitation services to children are not separated from ones providing these services to adults. One institution may provide long-term social care and social rehabilitation services to both children and adults.

Data included in the reports cover country as a whole and total numbers in cities under state jurisdiction as well as breakdown by county.

Comparability over time

Data on long-term social care institution and social rehabilitation institution residents are available since 1990.

Data on reasons for placing children in child care and social rehabilitation institutions are available since 1997.
