Data on foreign travellers who have crossed the border of Latvia are used to analyse the economic contribution of the Latvian tourism industry. The survey acquires information on the age and sex of the foreign travellers, their permanent country of residence, from which they have arrived, the main purpose of their trip, expenditure during the trip, accommodation establishments selected by the travellers, as well as the costs thereof.


Trips with the purpose of gaining new knowledge and experience, conclusion of deals or execution of official duties, participation in congresses, seminars, exhibitions, fairs, presentation of lectures and participation in government missions.

Commonwealth of Independent States: Armenia, Azerbaijan, Belarus, Georgia (since September 2009 no longer belongs to the CIS), Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan (associate member), Ukraine (associate member), Uzbekistan.

The country, in which the principal dwelling of a person is located, with the person living in it or intending to do so for a period longer than one year. If there is uncertainty about which dwelling is the principal dwelling, it is identified from the length of time spent there during the year (i.e., at least 185 days during the calendar year).

EU-15 – 15 member states of European Union: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, the United Kingdom.

EU-25 – EU-15 and Czech Republic, Cyprus, Estonia, Hungary, Malta, Latvia, Lithuania, Poland, Slovakia, Slovenia after EU enlargement on 1 May 2004.

EU-27 – EU-25 and Romania and Bulgaria after EU enlargement on 1 January 2007.

EU-28 – EU-27 and Croatia after enlargement of the EU on 1 July 2013.

A unit showing how many times foreign travellers over the age of 15 have crossed the state border (same-day and overnight trips).

Trip outside the usual environment, main aim of which is spending weekend, holidays or vacation, visiting summer cottage or garden house, participating in excursion, attending theatre, SPA health resort without doctor's order, etc.

The purpose of the trip of those persons who have made a shopping tour for personal needs.

A trip with the purpose to participate in a contest or active events, for example, water sport, skiing, and bicycle riding, motoring sports, etc.

Purpose of the trip of those persons who have studied in Latvia and have stayed in Latvia for a period of time not longer than one year.

Total expenditure of travellers consists of the value of goods and services which travellers use during the preparation for the trip (advanced payments) and during the trip.

Expenditure of travellers does not include: capital investment or transaction which relates to land, buildings, real estate, works of art. Expenditure of foreign travellers also does not include expenditure on outward or inward journey. 

If purpose of the trip is studies, expenditure covered by money earned in the country of studies or from grant received, or other payments received at the place of stay are not included.

Activities of persons travelling to main destination outside their usual environment for not more than one consecutive year for business, leisure or other personal purpose, without purpose to be employed at the place of stay by local entrepreneur.

Any natural person travelling outside his/her usual environment.

Trips with the aim to visit one’s relatives and friends.

The conditions for publishing data by countries have been revised in the beginning of 2017, as a result of which the list of countries and indicators beginning with the year 2005 have been supplemented in the tables of the database.

Expenditure data are obtained not only about the respondent but also about the expenditures of his or her family members if during the trip the respondent has covered these expenses.

Data collection

Survey method and data source

The survey is conducted two to three times per week throughout the whole year at the Riga International Airport. It is conducted once in a quarter at border checkpoints with Russia and Belarus, on long-distance trains and at the Riga Passenger Terminal.
Data are acquired and collected from:

  • CSB statistical report forms:
    • 2-ports (short-term) "Survey on port activities";
    • 2-airports "Survey of aircraft traffic through the airports";
    • B-1 "Traveller survey", B-2 "Traveller survey";
  • Information from the Bank of Latvia regarding data of Latvia's balance of payments;
  • State Border Guard data on the flow of border crossings;
  • Data of SJSC "Latvian State Roads" on the road transport flow.

Foreign guests are surveyed according to the forms No. B-1 (overnight travellers) and B-2 (same-day travellers) when leaving Latvia. Respondents are asked about their permanent place of residence (country, from which he/she has arrived), age, sex, purpose of the trip and expenditure during the entire trip, excluding transport expenditure on their way there and back.

Calculation methods

The number of border crossings is obtained applying weight coefficients, which are calculated dividing the total number of border crossings with the number of surveyed persons in the respective border check point.

Data revision

The data published are final and are not revised.

Data on indicators of resident and non-resident travellers are available since 1997.
