Definitions

The purpose for adoption is to create conditions for upbringing in a family to children left without parental care, and to provide them with a stable and harmonious life environment. A child can be adopted, if there is a reason to assume that after adoption close parental relations will develop between the parents and the child.

A family or a person providing care to a child, who temporarily or permanently is deprived of family environment, and in whose interests staying with own family is inadmissible until the moment, when the child can either return to his/her family or, if this is not possible, is adopted, placed under guardianship or in a child care institution.

Guardianship involves substitution of a child’s own parents and providing the child with care and upbringing until his or her coming of age or until parental authority is renewed to the child’s own parents.

Care, which is ensured with a guardian, foster family, child care institution for orphans and children who have been left without parental care.

Data collection

Survey method and source data

Data on orphan’s courts and guardianship are acquired with the help of full-scope survey from the report "Orphan’s court report on activity" of the State Inspectorate for Protection of Children's Rights of the Republic of Latvia.

Data included in the reports cover country as a whole and total numbers in cities under state jurisdiction, as well as breakdown of information by counties and age.

Data on adoption are acquired with the help of prepared data of the Ministry of Welfare on adoption during the year.

Data revision

The published data are final and will not be adjusted.
