On occupied posts and job vacancies in 2009

Demand for labour force in the country is still reducing, according to the data of the Central Statistical Bureau. Compared to the end of the September, the number of occupied posts at the end of 2009 has reduced by 24.9 thsd or by 3.1%. In private sector the number reduced by 21.3 thsd or by 4.2%, but in public sector – by 3.6 thsd or by 1.3%.

Compared to the end of 2008, 216.3 thsd posts at the end of 2009 in the country were liquidated and that, in turn, decreased the number of occupied posts by 22.0%. In private sector 169.0 thsd posts were liquidated, but in public sector – 47.3 thsd, and as a result number of occupied posts reduced by 25.8% and 14.4%, respectively.

Compared to the end of 2008 the number of occupied posts at the end of 2009 witnessed the most rapid decrease in construction – 43.1% (by 34.5 thsd), in accommodation and food service activities – 27.1% (by 8.4%), in professional, scientific and technical activities – 25.2% (by 9.5 thsd), in trade – 24.8% (by 45.8 thsd).

But due to the reduction of labour force demand also the number of job vacancies is diminishing. Compared to the end of the 3rd quarter, at the end of 2009 their number decreased by 0.1 thsd vacancies or by 7.2%, but compared to the end of 2008 - by 4.2 thsd or by 70.6%.

Job vacancy rate has reduced from 0.6% at the end of the 2008 to 0.2% at the end of 2009.

In private sector job vacancy rate has reduced from 0.3% at the end of the 2008 to 0.1% at the end of the 2009, but in public sector – from 1.3% to 0.5%, respectively.

In public administration and defence sector the highest share of job vacancies at the end of the 2009 was recorded in public order and safety activities, fire service activities as well as in justice and judicial activities.

 

Explanations

 

Data on occupied posts and job vacancies are acquired from quarterly statistical reports on the activities of businesses, individual merchants, state and local government budgetary institutions, foundations, associations and funds as well as from administrative data sources. Only those peasant and fisherman farms employing 50 and more employees are included.
Data on statistical units of the private sector with less than 50 employees, associations and funds are acquired with random sampling, and obtained data with the help of weights are extrapolated on all population, as well as from administrative data sources.

 

In accordance with the survey methodology, job vacancy is defined as a post for which no contract has been signed and no candidate chosen and the employer is taking active steps to find a suitable candidate from outside the enterprise, and which will be filled immediately or within 3 months.The rate of job vacancies is calculated in per cent, by dividing the number of job vacancies by the total number of posts (occupied + vacant).
The public sector includes central and local government institutions and commercial companies with central or local government capital participation 50% and over, public organisations and commercial companies thereof.
Absolute changes and percentage changes are calculated from data not converted into thousands.
