On the preparation for the population census 2011
Central Statistical Bureau (CSB) in accordance with the Law on State Statistics continues preparation for the Population and Housing Census 2011. This will be the first Population and Housing Census after European Union (EU) accession and since the limitations of the workforce mobility in EU were abolished. As a Member State of the EU Latvia should ensure the compilation and publication of the information on all subjects harmonized with the EU Member States. In the meantime, when developing the programme of the Population and Housing Census CSB tried to take into maximal consideration Latvia scientist and other information user specific desires and needs differing from the untied EU Population Census programme.
In Population and Housing Census 2011 wide range of information on Latvia population and housings will be acquired. Housing questionnaire of the Population and Housing Census developed by the CSB includes questions on the number of members in the household, as well as such indicators characterising the housing as type of building, ownership, floor space, water supply system, type of heating, facilities, etc. Person questionnaire will include information on legal marital status, nationality, language mostly used at home, their education, economic activity as well as on migration. Residents will be asked to give information on persons who emigrated from Latvia to stay for permanent residence in other countries, and that, in turn, will help to acquire precise information on range of this process.
To avoid using Population and Housing Census paper questionnaires, and to ensure that interviewers are able to input the information in laptop computers, currently the testing and improvement of the developed computerised system is coming to an end. It will allow to improve the quality of initial data, reduce time of data compilation and processing and to make the publication of summarised information faster.
The development of computers and significant increase of the Internet availability during the last years gave the CSB a task to provide population with an opportunity to fill in the Population and Housing Census questionnaire forms on the Internet at home, in library, education institutions or in other places having Internet access. To ensure very topical requirements of individual information confidentiality set by the legislation of Latvia, it will be possible to fill in the questionnaire forms of the Population and Housing Census on the Internet only with use of passport data and identity code of the person.
Methodology and new technical solutions of the Population and Hosing Census will be tested within the framework of the pilot Population and Housing Census in September – October 2010 in accordance with the worldwide practice. The pilot Population and Housing Census will cover approximately 2.7 thousand residents in six Census areas. Two Census areas will be in Riga, two - in other cities and two – in rural territory.
To inform the population on Population and Housing Census, tasks and progress of it, as well as to ask population to take active part in Population and Housing Census 2011, CSB has announced a tender with a task to develop Population and Housing Census communication campaign strategy and solutions, as well as to implement them.
One more tender has been announced for the acquisition of the Latvia population and housings information included in Population and Housing Census programme with the help of laptop computers. With an aim to ensure that Population and Housing Census in Latvia will be carried out in positive environment, in accordance with the requirements of the international statistical standards, data quality and personal data protection CSB carries out also other activities to get prepared for the next Population and Housing Census.
