On the preparation for Census of Agriculture 2010
In accordance with the requirements of European Parliament and Council Regulation (EC) No 1166/2008 Central Statistical Bureau (CSB) in 2010 will carry out Agricultural Census. It should be carried out in every ten years in order to provide the wide information on agricultural situation to the users of statistical information (state institutions, scientific institutions, education institutions, non-governmental institutions and society). Results acquired in Agricultural Census will be used to analyse the situation in Latvia, as well as for the implementation of European Community agricultural and rural development policy, especially in relation to the diversity of agricultural activities.It allows substantiating the influence of the agricultural practice on environment, quality and safety of agricultural products, as well as provides comparable information on agricultural activities in corresponding territory and in whole community.
In 2008 CSB started to prepare for the Agricultural Census – formed inter-institutional work group dealing with the organisation of the Agricultural Census. The work group consists of the representatives from the Ministry of Economics, Ministry of Agriculture, Latvian State Institute of Agrarian Economics, Rural Support Service, Agricultural Data Centre and State Plant Protection Service. During the meeting of the work group list of indicators and definitions, possible methods to carry out the Census and opportunities to use the information from administrative data were discussed. In cooperation with the specialists draft of the Census questionnaire form has been developed. Currently it has been submitted for the approval in the Cabinet of Ministers, as well as is the draft of the indicator definitions and explanations, which was envisaged for the use of the personnel engaged in the Agricultural Census. In the draft of the Census questionnaire form the requirements of the European Parliament and Council Regulation (EC) No 1166/2008 and the needs of local statistical data users have been considered.
Agricultural Census 2010 has been planned to be carried out in the summer of 2010. July 1, 2010 has been planed as the reference date or 12 months before the reference date regarding the specifics of the indicator to be acquired.
In Agricultural Census following information on farms has to be obtained:
- General information on farm, its owner and manager;
- Land use;
- Number of livestock;
- Systems of organic farming;
- Used agricultural structures and technical machinery and equipment (including devices for the production of renewable energy);
- Employed in agriculture;
- Other economic activities.
In accordance with the requirements of the mentioned regulation, in the same time with the Census survey on agricultural production methods will be carried out with the help of sample survey. The aim of the survey is to acquire information characterising agro-environment:
- Methods used for the soil treatment and activities undertaken to maintain the soil fertility;
- Information on animal housing and manure storage facilities;
- Irrigation methods used in the farm.
In order to reduce the respondent burden it has been envisaged to acquire part of the information form administrative data bases: Animal register of the Agricultural data centre, Integrated administration and control system of the Rural Support Service and from the data base of the organic farms.
