In 2005, local governments provided flats to 3416 persons (of these, 1770 persons or 52% received flats with utilities), according to the Central Statistical Bureau. Local governments provided emergency assistance to the victims of natural disasters and accidents by renting out residential premises without registration in the local government assistance register. Besides, part of the flats was allotted to persons who agreed to live in non-prestigious residential districts or in not-so well-managed residential houses. In comparison with 2004, the number of flats in 2005 allotted to persons not registered in the local government assistance register was lower (by 116 or 13%). The decrease was particularly rapid in allotting flats with utilities to persons not registered in the local government assistance register, a decrease of 168 flats with utilities or 34% compared with the previous year.

Residents of 197 (44%) rural municipalities received local government flats in 2005 for the improvement of their dwelling conditions.

As of 1 January 2006 there were 18864 persons in the local government registers for the improvement of dwelling conditions; of these, 11511 persons had to be provided with residential space in the first place.
