On Labour Force Survey results in the 3rd quarter of 2008

Active population

The active population or labour force consists of employed persons and persons who are actively seeking a job and are at age of 15 to 74 years.

Compared to corresponding period of previous year in the 3rd quarter of 2008 number of active population has grown by 1.5%, according to the sample Labour Force Survey results on the 3rd quarter of 20081 compiled by the Central Statistical Bureau. Two thirds (67.9%) of population in this age group were active – 73.8% among men and 62.7% among women.

Employed population

Totally 1132.5 thsd persons (63% of the total number of population aged 15-74 years) in the country were employed. Only 8% of them did not work due to various reasons (vocation, illness, childcare leave, studies). Compared to the corresponding period of previous year, the number of employed in the 3rd quarter of 2008 has increased (1130.8 thsd persons in the third quarter of 2007), as has the share of employed in the total number of population (in the 3rd quarter of 2007 this indicator constituted 62.7%).

Of the total number of employed in the 3rd quarter 2008 the percentage of men was slightly higher than that of women, 50.9% and 49.1%, respectively.

The livelihood of the population usually comes from various sources of income, and because of this during the survey respondents indicated several sources of income. Compiled results show that, most important of the income sources was wages and salaries – for almost three fifths (57.6% of the population aged 15-75).

Unemployed

Persons aged 15-74, who in the reference week did not work and were not temporarily absent from work (vacation, illness, childcare leave of up to 3 months, etc,), and who during the last four weeks were actively seeking a job, and in case of finding it were prepared to start working within the next two weeks are considered as unemployed. Of which both unemployed registered in State Employment Agency and persons seeking for a job with using other opportunities.

The results of the survey show that in the 3rd quarter of 2008 there were 87.3 thsd unemployed or 7.2% of the active population in Latvia (both employed and unemployed). Number of unemployed and unemplooyment rate  in the 3rd quarter of 2008 has increased compared to both corresponding period of previous year (in the 3rd quarter of 2007 there were 70.7 unemployed rate – 5.9%) and 2nd quarter of 2008 (76.5 thsd persons and 6.3%, respectively). In the 3rd quarter of 2008 rate males was higher than that of females, constituting 7.4% and 6.9%, respectively. Slightly more than one fourth (26%) of the unemployed were long-term unemployed.

Inactive population

Apart from the employed and unemployed there is a part of the population who are not regarded as labour force and consequently they are inactive. The number of such persons in the 3rd quarter of 2008 was 576.5 thsd, and compared to the corresponding period of previous year this number has decreased by 4.3% (in the 3rd quarter of 2007 this indicator comprised 602.2 thsd).

Particular attention in this group should be paid to persons who are potential unemployed but have been discouraged or do not know where and how to find a job. The results of the survey show that the number of discouraged persons in the 3rd quarter of 2008 was 14.3 thsd or 2.5% of the economically inactive population. In comparison with 3rd quarter of 2007 their number has decreased by 7.4 thousand.

Of these, pensioners in the 3rd quarter of 2008 accounted for slightly more than two fifths (40.8%), pupils and students who in the reference week studied full time and did not work were every third (29.9%), every ninth (10.8%) considered themselves as housekeepers and every eleventh were persons who had been ill for a long time or disabled (9%).

1By means of random sampling for the 3rd quarter 6 thsd households were selected and 7.6 thsd persons aged 15-74 years were interviewed. Therefore the results on situation in labour market and population economic activity include this age group. In order to generalize the survey data, the calculated number of population at the beginning of 2008 is used.
