Housing stock of Latvia in 2008

Calculations of the Central Statistical Bureau, which are based on the information of State Land Service and on data acquired from statistical surveys, show that total floor space of Latvia housing stock at the end of 2008 reached 61 mln m2, of which 65% were located in urban territories. Total floor space on average per resident inhabitant at the end of 2008 comprised 27 m2, and, if compared to the previous year, during a year it grew by 2%.

According to the information received from the local governments at the beginning of 2009 there still were 3.4 thsd dwellings not suitable for inhabitation anymore, as well as 1.4 thsd dwellings which do not exist any longer, have been knocked down or have burned down. Owners of these dwellings often do not have resources or wish to update the data on their property in public registers.

Compared to 2007, commissioning of residential buildings in 2008 has decreased by 3%. In 2008 residential buildings with total floor space of 1153.2 thsd m2 were commissioned (8.1 thsd dwellings), of which multi-dwelling houses with total floor space of 674.2 thsd m2 (6.1 thsd flats) and single dwelling houses with 479.1 thsd m2 (2.0 thsd houses).

17% of single dwelling houses commissioned in 2008 were one-storey dwellings, 77% - two-storey dwellings and 6% - three and more storey residential buildings.

Average total floor space of one single dwelling residential building comprised 244 m2.

According to the information provided by the house management, associations of flat owners and other housing stock management enterprises the calculated maintenance income for the 1m2 of the total floor space in 2008 on average constituted 29.0 santims per month. The paid maintenance income comprised 27.5 santims per month or 95% of the calculated amount of the maintenance income.

In 2008 house management, associations of flat owners and other housing stock management enterprises for the housing stock repairs spent LVL 34.8 mln, of which for running repairs – LVL 23.3 mln, and for capital repairs – LVL 11.5 mln. Out of the total volume of repairs LVL 4.7 mln were spend for the heat insulation. In 2008 for the repair of 1m2 of total floor space 11.3 santims per month were spent, of which 1.5 santims per month were spent for heat insulation.
