On the breakdown of employees by the size of wages in October 2006

The Central Statistical Bureau has compiled survey data on the breakdown of the number of employees by the size of the calculated gross wage and salary (excluding irregular payments) in October 2006.

Results of the survey show that in comparison to 2005, the average wage and salary of the surveyed employees* in October 2006 rose from 242.90 lats to 302.42 lats or by 24.5%. The increases were from 263.80 lats to 327.72 lats or by 24.2% in the public sector and from 230.93 lats to 289.17 lats or by 25.2% in the private sector. The rapid wage increase in the country has also made substantial changes in the breakdown of employees by the size of wages and salaries in October.

The percentage of employees with wages and salaries exceeding 300 lats increased from 23.8% in 2005 to 34.5% in 2006.

Compared to October 2005, the number of employees with wages and salaries calculated to the amount of the minimum monthly wage has decreased. If in 2005 wages to the amount of 80 lats were calculated for 80.3 thsd employees or 11.6% of the total number, wages to the amount of 90 lats in 2006 were calculated for 65.5 thsd or 8.8%.

0.7 thsd employees or 0.1% of the total number were paid lower wages than the government-set minimum wage.

89% of the employees for whom the calculated wages and salaries were 90 lats or lower were employed in the private sector. In comparison with 2005, the ratio of such employees in the private sector has gone down from 25.8% to 12.0%. At the same time an increase can be observed both in the number and percentage share of employees in all remaining wage groups including the low wages. Thus in comparison with 2005, the most rapid increase (by 37%) was in the wage group 90.01-100 lats but the share of employees in this group rose from 7.2% to 8.9%.

A different trend prevails in the public sector where the ratio of employees has decreased in all wage groups below 300 lats but an increase can be seen in groups over 300 lats.

In October 2006 the percentage share of employees receiving wages below 300 lats was 56.5% in the public sector (71.6% in 2005) and 70.2% in the private sector (78.9% in 2005).

The ratio of employees in the public sector with wages over 300 lats has, in turn, increased up to 43.5% (28.4% in 2005) and up to 29.8% in the private sector (21.1% in 2005).

A comparison of data among the regions allows concluding that the highest percentage share of employees with wages fixed at the level of the minimum monthly wage or lower could be observed in the region of Latgale – 15.0% (17.1% in 2005). The said ratio in the remaining regions is as follows: 10.8% (13.2%) in Kurzeme, 9.8% (10.1%) in Zemgale, 8.5% (13.2%) in Pierīga, 8.2% (12.3%) in Vidzeme and 7.6% (10.8%) in Rīga.

The ratios of employees with wages below 300 lats and over 300 lats in the regions in 2006 and October 2005 were as follows:

below 300 lats: 79.6% (88.9%) in Latgale, 74.1% (84.8%)in Vidzeme, 72.8% (81.2%) in Kurzeme, 70.7% (83.1%) in Zemgale, 66.7% (78.6%) in Pierīga and 59.8% (70.8%) in Riga.

over 300 lats: 40.2% (29.2%) in Riga, 33.3% (21.4%) in Pierīga, 29.3% (16.9%) in Zemgale, 27.2%(18.8%) in Kurzeme, 25.9% (15.2%) in Vidzeme and 20.4% (11.1%) in Latgale.

* The survey included commercial companies, individual merchants, institutions, foundations, associations and funds. Full-time employees were surveyed who had worked the full month in October and whose wages and salaries were not influenced by absence.

Wages and salaries do not include data on irregular payments, that is, payments that are not regularly calculated every month, for example, quarterly bonuses, payments for the leave and vacation allowances.

The public sector includes state and local government institutions and commercial companies as well as commercial companies with state or local government capital participation 50% and over, foundations, associations, funds and commercial companies thereof.

Information by regions has been compiled by the location of the commercial company, individual merchant, institution, foundation, association or fund.

In some cases due to specifics of electronic data processing technologies and rounding adjustments slight discrepancies may occur between totals and sums of components.
