On Labour Force Survey results in the 4th quarter of 2008

Active population

The economically active population or labour force consists of employed persons and persons who are actively seeking a job and are at age of 15 to 74 years.

Compared to corresponding period of 2007 in the 4th quarter of 2008 number of economically active population has decreased by 0.7%, according to the Labour Force Survey results on the 4th quarter of 20081 compiled by the Central Statistical Bureau. Two thirds (67%) of population in this age group were economically active – 73.4% among men and 61.4% among women.

Employed population

Totally 1085.6 thsd persons (60.4% of the total number of population aged 15-74 years) in the country were employed. Only 4.9% of them did not work due to various reasons (vocation, illness, childcare leave, studies). Compared to the corresponding period of 2007, the number of employed in the 4th quarter of 2008 has increased (1148.8 thsd persons in the fourth quarter of 2007), as has the share of employed in the total number of population (in the 4th quarter of 2007 this indicator constituted 63.7%).

In the 4th quarter of 2008 the share of men in the total number of employed was slightly higher than that of women, 50.6% and 49.4%, respectively.

The livelihood of the population usually comes from various sources of income, and because of this during the survey respondents indicated several sources of income. Compiled results show that, most important of the income sources was wages and salaries – for almost three fifths (55.9% of the population aged 15-75).

Unemployed

Persons aged 15-74, who in the reference week did not work and were not temporarily absent from work (vacation, illness, childcare leave of up to 3 months, etc,), and who during the last four weeks were actively seeking a job, and in case of finding it were prepared to start working within the next two weeks are considered as unemployed. Of which both unemployed registered in State Employment Agency and persons seeking for a job with using other opportunities.

The results of the survey show that in the 4th quarter of 2008 there were 118.7 thsd unemployed or 9.9% of the economically active population in Latvia (both employed and unemployed). Number of unemployed and their share in economically active population in the 4th quarter of 2008 has increased compared to both corresponding period of 2007 (in the 4th quarter of 2007 there were 64.3 unemployed, share – 5.3%) and 3rd quarter of 2008 (87.3 thsd persons and 7.2%, respectively). In the fourth quarter of 2008 the share of unemployed in the number of economically active men in the country was higher than that of women (in the share of economically active women), constituting 11.4% and 8.2%, respectively. Almost one fourth (23.8%) were long-term unemployed.

Inactive population

Apart from the employed and unemployed there is a part of the population who are not regarded as labour force and consequently they are economically inactive. The number of such persons in the 4th quarter of 2008 was 592.1 thsd, and compared to the corresponding period of 2007 this number has increased by 0.3% (in the 4th quarter of 2007 this indicator comprised 590.6 thsd).

Particular attention in this group should be paid to persons who are potential unemployed but have been discouraged or do not know where and how to find a job. The results of the survey show that the number of discouraged persons in the 4th quarter of 2008 was 21.7 thsd or 3.7% of the economically inactive population. In comparison with the 4th quarter of 2007, their number has increased by 9.1 thousand.

Of these, pensioners in the 4th quarter of 2008 accounted for slightly more than two fifths (41.2%), pupils and students who in the reference week studied full time and did not work were every third (32.7%), every eleventh (8.9%) considered themselves as housekeepers, but every thirteenth were person who had been ill for a long time or disabled (7.9%).

1 By means of random sampling for the 4th quarter 6 thsd households were selected and 7.8 thsd persons aged 15-74 years were interviewed. Therefore the results on situation in labour market and population economic activity include this age group. In order to generalize the survey data, the calculated number of population at the beginning of 2008 is used.
